Both, which is the point. The redesign is owned by the business, the systems by engineering, and the engagement keeps them in one plan with one set of metrics.
How do you keep the change from stalling after the report?
The plan includes owners, a 90-day sequence and the metrics to track. If you want, the same team stays on to build the systems and run the first cycle with your people.
Does this always lead to new software?
No. Some of the biggest gains come from removing steps and approvals that no longer serve a purpose. We recommend software only where it removes real work.
